I-15 Freight Mobility Enhancement Plan

The I-15 Corridor is a vital link in the economies of the western U.S. and the entire nation, connecting San Diego and the Inland Empire of California with the Las Vegas metropolitan area of Nevada, continuing north to Canada. The corridor links coastal ports to inland population centers and carries an estimated 30 million tons of cargo each year, primarily by truck, which leads to a shortage of truck parking.

The I-15 Corridor through California and Nevada was one of four areas awarded a National Economic Partnerships grant by the Federal Highway Administration (FHWA) to develop an I-15 Freight Mobility Enhancement Plan (MEP). Stakeholders from California and Nevada included local and regional public sector planning agencies, as well as private sector freight industry representatives. The objectives of the I-15 Freight MEP included the following.

  • Identify strategies for providing effective urban truck parking along the I-15 Corridor.
  • Develop an actionable implementation plan that defines the partnerships, technology, policy, and funding frameworks needed for successful implementation, collaboration, and economic partnership.

As a result of the I-15 Freight MEP, the following recommendations were developed:

  • Supportive policies that modify land use and zoning requirements, provide public/private partnership frameworks, and guide future industrial development standards.
  • Infrastructure strategies that expand or upgrade truck parking, build new truck parking facilities, add truck parking at weight stations, and build truck parking at logistic centers.
  • Technology strategies that focus on real-time space availability information, connecting drivers to available and safe parking areas, and advanced reservation capabilities.
  • Important programs that represent next steps, including programs and studies that will result in outreach tools and resources, ongoing awareness campaign, and guidance and analysis on truck parking demand and performance reporting.
